A website primarily helps people find, understand and respond to information. A web application lets people perform ongoing tasks, work with data or complete a process through the browser.
The boundary is not perfectly rigid. A strong business website might include a calculator, booking form or gated download. A web application will usually still contain public marketing pages. The best classification is the one that helps you scope the work honestly.

Website projects are commonly scoped through page types, content, design and integrations. Application projects must also account for users, roles, data models, business rules, errors, security, operational tools and what happens when an external service fails.

Could an off-the-shelf product solve it?
